ABSTRAK Technological advances encourage the government to present the SP4N - LAPOR! application in the world of public services, especially regarding road damage problems under the auspices of the East Java Province Public Works Binamarga Office. Researchers focus on analyzing how the participatory communication approach carried out by PPID of the East Java Province Binamarga Public Works Office in carrying out public relations functions related to road damage through the SP4N-LAPOR! application. This research uses qualitative research methods. The data collection technique used by researchers is using observation, interview, and documentation methods. The form of participatory communication approach carried out by PPID Dinas PU Binamarga is to respond or respond to public reports that they write on the account page of Dinas PU. Bina Marga East Java Province through the SP4N - LAPOR! application. In order to maximize the SP4N - LAPOR! application, the PPID of the Binamarga Public Works Office conducted socialization related to the existence of the application in the middle of official activities related to the community and also spread through the social media of the East Java Province Binamarga Public Works Office.
