ABSTRACT This study aims to find out how the implementation of e-book services from the Sidoarjo Library and Archives Service to increase the reading interest of the Sidoarjo community before and during the COVID-19 Pandemic. The method used in this research is a qualitative method using a case study approach. A descriptive case study is a research procedure that produces descriptive data in the form of written or spoken words from people or observed behavior. The data collection techniques used in this study were interviews and observation. The results of this study indicate that the SIDIRA e-book service is very helpful for the people of Sidoarjo during the COVID-19 Pandemic. The obstacles faced in implementing SIDIRA services are obstacles to inadequate funds, internet networks that are not fast enough and the covid-19 pandemic, and not available for i-phone users.
