ABSTRACT This thesis discusses the evaluation of the implementation of the policy of the Minister of Home Affairs Decree No. 17 of 2000 concerning the Personnel Management Information System (SIMPEG). The formulation of the problems in this study are 1) how is the implementation of the personnel management information system (SIMPEG) policy at BKN Regional II Surabaya ?, 2) how are the supporting factors and the inhibiting factors in the implementation of the personnel management information system (SIMPEG) policy? staffing management information (SIMPEG)? This research uses qualitative research methods with descriptive research type. Qualitative, The location of this study includes government institutions that have involvement with the implementation of the policy of the Minister of Home Affairs Decree No. 17 of 2000 in BKN Regional II Surabaya. Data collection techniques are done by interviewing, and using documents. Furthermore, the data analysis technique is by reducing data, presenting data and drawing conclusions. Where the results of the discussion in this study, focused on the evaluation of the Minister of Home Affairs Decree No. 17 of 2000 concerning the Personnel Management Information System (SIMPEG) by analyzing the size of implementation (communication, resources, disposition and bureaucratic structure), inhibiting factors and supporting factors Evaluation of ministerial decisions domestic regulation no 17 of 2000 concerning the Personnel Management Information System (SIMPEG).
