Abstract The study was conducted with regard to the covid19 pandemic situation in Indonesia and surabaya in particular. Peraturan Presiden Nomor 12 Tahun 2013 pasal 42 that implementing health services for non-participants should be concerned about the quality of service, and be informed about the effectiveness of the service, adherence to the needs of the patient, and cost efficiency. Hospitals as health-care providers are required to continue to serve the community without a refusal. The study aims to find out how the level of effectiveness of the hospital in performing its function serves special patients the BPJS participants at the covid-19 pandemic This study uses qualitative descriptive methods based on data for literature and interviews. The study aims to find out how the level of effectiveness of the hospital in performing its function serves special patients the BPJS participants at the covid-19 pandemic. The resource persons were the head of the inpatient section of the A. Yani Islamic Hospital in Surabaya, the head of the outpatient section of the A.Yani Islamic Hospital in Surabaya and the Head of the Public Relations and Marketing section of the A. Yani Islamic Hospital in Surabaya. Research shows aspects of punctuality to be effective, the precision of cost calculations to be effective; The accuracy in measurement is an effective; The correct aspect of determining choice is uneffective; The aspect of precision of thinking is effective; The aspect of exactness in doing a command is effective, the aspect of precision in determining the goal is effective and the precision of the target is effective is unffective.
