Abstract A traffic accident is the main indicator of safety on the highway. Safety problems in Surabaya are considered for reducing accident quantity. The high number of traffic accidents is caused by several factors. The most dominant factor is caused by human itself. Many accident occur because of traffic violations. The reason is people still do not understand the significance and purpose of the traffic light. This study aims to evaluate law implementation number 22 of 2009 which concern about traffic and transportation to reduce accidents in Surabaya. Moreover, it is to know the obstacle in law implementation number 22 of 2009 against accidents in Surabaya. This study used descriptive qualitative method. A traffic accident can be minimized by conducting socialization in society trough approaches. The other way is giving education about safety and ethics in riding trough printed and social media from a related party to minimize traffic accidents, the related party should provide facilities, infrastructure, and empowering the bikers community as the role model for safe riding. Thus far, the society which is given socialization and education still does not care about that. They can be disciplined only when they get violations. That kind of thought is exactly not right. The accident occurs due to a lack of emotional control and public awareness.
