ABSTRACT So in the 1945 Constitution and Law No. 39 of 1999 concering Human Rights, it guarantees independence in expressing opinions which are one of human rights. Freedom to express opinions in public can be interpreted broadly, namely all from of thoughts, ideals, ideas, which can be carried out in an oral or written manner freely and carried out responsibly in accordance with the norms that apply.
