ABSTRACT There are a variety of negative shadows from most societies when it comes to taking care of the permits. The image of the length of time of management and the complexity of dealing with bureaucracy causes the community to be reluctant to take care of the permits. So, Surabaya’s government launched electronic service which named is Surabaya Single Window (SSW) since 2013. This program is implemented by Unit Pelayanan Terpadu Satu Atap (UPTSA) Surabaya. This study aims to analyze the implementation of the SSW program, analyze the factors that hinder the implementation, and analyze the evaluation of implementation program to improve licensing servive in UPTSA Surabaya city. This research uses qualitative research method with descriptive approach. Data collection is done by interview and documentation. While data analysis techniques by data reduction, data presentation, and conclusion. The results of this study indicate that the implementation of the Surabaya single window program is quite effective and efficient. Keywords: Evaluation, Surabaya Single Window, Licensing Service
