ABSTRACT Since the issuance of Presidential Intruction No 3 of 2003 on national policies and strategies for e-government development,most government work units at both central and regional levels have implemented e-government. In the implementation of e-government can significantly reduce the total administrative costs, relationships and interaction issued by government and stakeholders for the purpose of daily activities. Therefore, for government agency in the Directorate of Navigation Directorate General of Hubla Ministry of Transportation has been trying to provide good service to the community by building an online permit application for SBNP. This system application research aims to describe the way of making the permission of navigation aids tool online navigation. This research uses qualitative research method with descriptive research type. The location of research is in two places that is on Jl. Perak Barat No 435 A Surabaya East Java and Jl. Medan Merdeka Barat No 8 Building work 3rd floor, Central Jakarta,informant Determination done by purposive sampling technique. While data collection techniques, conducted with in-dept interviews with informants,as well as the use of written documents. And the technique of data analysis is by way of data reduction,data preentation,conclusion drawing. The results obtained from research with the existence of SBNP online can facilitate in taking care of SBNP permit currently there are 77 active users who use the online system,access the website can be anywhere anytime 24 hours. It only requires an internet connection and laptop,even can be accessed via handphone. Currently there have been using SBNP from 2012-2017. Handling time is only 14 days compare to the previous one. It requires a lot of cost and energy to disburse this SBNP
